Ominous clouds are again gathering upon the horizon of Sunfield Howick to produce a storm of considerable magnitude that has the unprecedented potential of testing our coping capacity; not for an intermittent period but probably for the duration of the Home's existence.

The sinister storm which we fear is the Government Department of Welfare subsidy cut which will compel us to fight for our Survival as we have never before fought both in terms of the intensity of the fight and its duration.

We are living in a country whose economy grows increasingly precarious by the day. Therefore it would be folly to adopt the option of not rushing into anything on the pretext that conditions may improve in this country. We need to take cognisance of the reality that, not only is there less money to go around, but also that there is a substantial increase in the demands being made on this government for money. Furthermore, in terms of welfare policy, it has been established that delivery will be prioritised like this:-

 first in line are rural communities.

 secondly are the children.

 thirdly are women.

 fourthly are the youth.

 and fifth in line are people with disabilities.

From this scenario one may see that we are way down the line.
